FlyDubai launch date 'not affected' by delivery delays

Dubai's budget airline FlyDubai has reiterated its planned mid-2009 launch will not be pushed back due to aircraft delivery delays.

A spokesperson for the Dubai low-cost carrier - FlyDubai told on Wednesday that operations will go ahead this summer, despite Boeing’s aircraft production delay announcement late last year.

In November, a 58-day machinist strike at the US aircraft manufacturer’s Seattle plant halted aircraft production, and subsequent deliveries. Several airlines including FlyDubai are thought to have been affected by the setback.

ON SCHEDULE: Low-cost carrier FlyDubai will launch as planned in mid-2009, the company said on Wednesday.

A. Manager - Check & Training

Reports to: Chief Operations Officer

Purpose
Reporting to the Chief Operations Officer, the Manager - Check & Training will be responsible to conduct the approved training, validations as required by the GCAA and the Company. To ensure highest standards of safety in an industrial working environment and compliance to the regulatory authority’s standards.

To manage a team of Check Airmen, Instructors and the administration of a reliable training time line for Flight Operations, Cabin Crew Training and Flight deck crew. To play a key role in all existing and future training device procurements including their introduction into service and continued operation.

To develop and implement effective processes and systems across all training. Ensuring the high quality, cost-effective and regulatory compliant pilot and In-flight training through the leadership and management of a few internal instructors and external providers.
The role will use specialist skills and knowledge in Flight Instruction, Project Management, the design of training and development initiatives, effective use of IT and training technology and e-learning delivery.

Responsible for the efficient co-ordination with the training providers, including the yearly planning / scheduling of training and trainees. Ensuring a comprehensive support service for all specialized ground school, simulator and other technical courses required to ensure that flydubai Flight crew are professionally and legally qualified to operate flydubai aircraft on commercial flights.

Qualifications and trainings
• Education: Bachelors Degree in a relevant discipline.
• 8 years Flight Operations experience with a minimum of 5 years experience as TRI (Training Instructor), CFI (Certified Training Instructor) or SFI (Synthetic Training Instructor) or equivalent.
• Hold (or have held) an ATPL or CPL-IR.
• Minimum 2 years experience in Project Management.

Experience
• A strong aviation background with civil or military pilot experience.
• At least 3 years experience in the areas of crew planning and scheduling, training administration. Should have worked for at least 3 years in a similar managerial role.

Accountabilities
• Responsible for all aspects of the operation, control, and day to day administration of the Flight Operations Training Function, including assignment of instructors, equipment, material, etc to ensure timely conduct and completion of all courses with minimum disruption to line operations, and in the most cost effective manner possible.
• Liaise with Chief Operations Officer, Chief Pilot, Chief Flight Attendant and Crew Planning team to ensure ground training is completed with the least disruption to line operations.
• Liaise with COO, Chief Pilot, Chief Flight Attendant and UAE GCAA authorities to ensure certification of courses to meet regulatory requirements.
• Prepare and recommend to the COO the annual budget for the Flight Training Function and monitor the budget for compliance to plan
• Responsible for administering all the documentation for conducting of said courses and to maintain adequate records of attendance and the issue of certificates of completion so as to satisfy Flight Operations and UAE DGCA authority requirements.
• Evaluate and select potential suppliers for new devices involving initial manufacturer contact and team negotiation. Identification of Flight Training personnel needs with respect to instructor facilities and user defined content. Monitoring of project progress and financial milestones up to contractual ‘Ready for Training’ and device introduction into service.
• Accountable for spares levels to maintain acceptable availability of devices for training. Identify temporary resources and manage change in the face of shifting operational requirements, identifying the implications of change and recommending workarounds and long term solutions.
• Maintain thorough knowledge of International Regulatory Authority requirements for Synthetic Training Devices (STD’s). To attend and contribute to simulator industry conferences, and professional seminars.
• Responsible for the security, monitoring, maintenance and repair of the equipment located at the flydubai Facility (both company owned and contractors/service providers) to ensure the timely conduct of all courses, so as to minimize time requirements of flight crew and cabin crew and reduce disruption to line operations.
• Establish and maintain good relations with outside manufacturers/suppliers of training equipment training providers to ensure that appropriate training aids and facilities are available.
• Ensure all scheduling of training as per agreed plan, and wherever there are last minute amendments (as in case of aircraft swaps etc); develop alternate arrangements in such a way as to balance the requirements of the Line and Flight Training.
• Manage the Training Resource Team to ensure optimal utilisation of all flydubai and outsourced Training resources (Trainees, Instructors, Classrooms, Simulators and Flights) in full compliance with GCAA Regulations and our aircrew training requirements.
• Manage the Training Administration team to ensure effective and efficient operation with maximum use of automation and paperless concept. Ensure Trainees and Students are issued up-to-date training materials.
• Manage all Training Records securely and confidentially, analyse data for trends, quality and regulatory compliance. Give timely and accurate updates to the COO, Chief Pilot, Chief Flight Attendant and Certified Flight Instructors as appropriate.
• Manage training course content to ensure a centrally managed and tracked process/workflow is adhered to for all Training material created and/or delivered within Flight Operations Training.
• Manage training curriculum team to ensure full regulatory compliance of all training curricula conducted by Flight Operations Training function in accordance with flydubai guidelines, rules and GCAA regulations.
• Liaise with other departments, such as Security and Safety, Audit etc to ensure courses meet flydubai and GCAA requirements.
• Monitor and evaluate non-moving training devices (Part Task Trainers) for use, functionality and cost effectiveness in collaboration with the CFIs.
• Manage centrally all Flight Training projects such that efficient utilisation of human resources is maintained with full tracking and audit capability.
• Must be able to guide various supplier / simulator manufacturers / IT Solution providers in relation to Company’s training requirements; thereby ensuring accurate and efficient matching of Training equipments / IT systems to support overall business objective.

B. Head - Ground Services

Purpose
Manage and develop the productivity of the Hub and out stations to ensure that the company flights are punctually dispatched with optimum of commercial load and all ground handling activities are carried out in a cost effective, efficient and safe manner.

Qualifications

• Minimum 10 years of relevant airline experience, 3 years of which holding the position of Station Manager/Ground Services Manager.

This will ensure that the station is able to operate effectively from the outset and will be able to respond to future expansion.
• The incumbent would be responsible for negotiating contract rates and service level agreements with Service Providers for passenger handling, ramp handling and cabin cleaning, so that all flights are handled in a convenient and cost effective way.
• Manages and monitor Hub and other out Stations performance through regular inspections & reports and by providing constructive feedback to the concerned Team leaders.
• Analyses monthly station report in order to review the performance of the station in areas relating to the achievement and progress of customer service standards, excess baggage revenue targets and on going developments which impact the Station, so that effective control and remedial follow up is maintained, which often includes making changes to procedures or introducing new methods, in order to achieve the desired results.
